Dev9Giga_razi (I need help!)

Ok where to start. This may get a little lengthy but I could use someone's help in figuring this out. I'm having trouble getting my laptop to run the dev9giga plugin inside the pcsx2 emulator. Everytime I click on the plugin in the plugin configuration section and then click apply or ok, windows shuts down the program and says there was an error. Here is what I've done so far to attempt to get this to work from start to finish.

Downloaded pcsx2
Dumped my own BIOS
Burned an ISO from my cds
Patched the DNAS IDs
Imported my Network configuration file into the pcsx2 memory card
Downloaded the dev9giga_razi plugin
Ensured my Laptop's network adapters drivers were up to date
Ensured my C++ drivers were up to date
I've attempted a clean boot
I've tried to debug the dev9 and pcsx2, nothing

I don't have any problems running the emulator what so ever. I can play games with out a problem. My Laptop specs blow the emulator's requirements out of the water. If I try to play a game online I can see my Network Configuration I imported from my PS2. However, when I try to connect it tells me it cannot detect the network adapter.

Again, when I try to select the dev9giga_razi plugin in pcsx2 emulator windows detects an error and shuts down the emulator. Some people have told me it's a runtime error but again I've triple checked my drivers and C++. Everything is up to date.
