Dirge of Cerberus: Final Fantasy VII slowdown during cutscenes and bosses

Framerate is stable, but game speed drops as low as 70% during certain cutscenes or gameplay segments. I thought it might have to do with number of objects on screen, but that doesn't seem to be a factor during normal gameplay when fighting multiple enemies.

Here is the emuLog. Let me know if there's any more information I need to add.
