Disgaea 2 blur - need help removing

I removed one of the blurs from instructions from this thread

But I have yet to find anything online on a way to remove the secondary blur that occurs during menus or during cutscenes, where nothing is moving..

Does anyone know how to remove it?

I can not fully understand about the linked thread because my lack of English skill.

below codes exactly filled only these three bytes.

The meaning of the first byte of cheat code is a command but not address.
The meaning of "2" cheat code is 4 bytes writing command.
The meaning of "1" cheat code is 2 bytes writing command.
The meaning of "0" cheat code is 1 byte writing command.

Y Address
Z Data

I have no idea effect of "453F5C, 453F5D, 453F5E are filled with 00" on this game particularly blur problem.
Although I want to notice you these diffrences.

Is there anyway to put this in a .pnach file? I don't know much about using cheat engine and what not, but if possible to put it into a pnach file that would be greatly appreciated

Hmm, put it in the pnach file and I don't see any changes whenever I enter the menus, still blurry.

About the blur possibly fix in software mode. (i am not sure ).
Core i3 9100f 3.6Ghz
RAM=8GB
nvidia GT 1030
pcsx2 version-1.3.1

Nah, I saw no differences in the blur from hardware and software rendering
