Does this "Laptop" Specs is good enough?

Okay, I have some troubles running Tokyo Xtreme Racer 3 at 60fps. And I just want to know, if I can play it at 60fps.

My Specs:

-CPU: AMD A8-6410 APU with Radeon R5 Graphics 2.0 GHz (TurboBoost disabled, no driver installed)
-RAM: 4GB DDR3
-GPU: AMD Radeon R5 M330 2GB

*I already know what's missing here

I already read the guides and it still running at 30-35fps, which is half-speed of PS2.

Honestly, you'll need a faster pc.

If you already have the MTVU speedhack(Config - Emulation Settings - Speedhacks tab) enabled and have set the renderer to "Direct3D11 (Hardware)" (Config - Video(GS) - Plugin Settings), there probably isn't much more you can do. Your CPU is really weak for PCSX2, it has a Single Thread Rate of 887, where 1600 is recommended.
