you could try to overclock your CPU (honestly, don't... You'll fry it...)
or simply play on your PS2 until you can afford a better PC.

I can upgrade with some better components my PC but I'd like to know the PC requirements of tenkaichi 3

Get svn version and if it's still awfully slow, open GSdx config and try changing "allow 8 bit textures" option.

Generally it's true your cpu sucks, if you have NTSC version of the game it'll probably be not enough even in current svn, through it shouldn't limit fps too much as in svn versions this game got huge boost cpu side by(quite old by now) gif transfer rewrite;]. Your gpu is weak too, but I think it should be around enough for native which is set as default in new svn versions and if you use anything older you're most likely playing at x2 which is 4 times more demanding ~ and that's mainly cutting your fps most likely;].

BT3 requirements are fairy low especially pal version which is around 20% less demanding, from my experience I can easily play on my hd5670 with upscalling at x2 with most post processing effects unlocked(normally killed which makes the game lighter;P) and fxaa which looks very nice even at full hd tv, for cpu it's as low as 1.6ghz dual core athlon II, unfortunately for you athlon 64 is much slower at same clocks;] and if your game is NTSC multiply minimum hardware by 1.2 as this is one of the rare titles which PAL version is actually working better;P.

at least a 9600 GT and an amd Phenom [email protected]

Of course, if you can go for intel, do it...
