By no means does this make the game unplayable, it is just annoying and I'm wondering if anyone knows how to fix it. I get a fairly stable 60fps everywhere else so if my GPU being weak is a possibility, I think that removes said possibility. It also appears under DX9 or 10 (I use hardware rendering because it gives me great graphics, and software didn't seem to fix it for me).

I am Using PCSX2 version 1.6.0. I have resolved issue with text artifacts with upscaling.
In Video Plugin Use-

Direct3D 11 (Hardware)
Enable HW Hacks
Click Advanced Settings and Hacks(Configuring HW Hacks)
Keep Wild Arms Offset OFF
Change Round Sprite to "Half" or "Full".

CONGRATS! You should no longer experience text artifacts.
I tested this to 4k upscaling and it did not break.
It is also a good idea to change skipdraw to 2 to resolve GodBird Empryea's Shadow.

P.S. - I added the GSdx File from the inis folder under PCSX2 to this post in case you are not too sure Smile .
