DX 11 HW means DirectX 11 Hardware mode. It's a rendering layer.

I noticed on the wiki someone mentioned using the WildArmsOffset hack to fix graphic glitches in this game. Try using that and see if it helps.

Try the DirectX 9 plugin or the OpenGL renderer (you should be able to chose from the list). That textures issue shouldn't happen and seems to point the GPU is having hard time to fill the buffers in time. You may want to diagnose your machine on a broader scope and maybe is better taking it to a professional for testing and verification.

Ehr the problem is most likely a screwed up main PCSX2 configuration. Something like setting SuperVU and/or bad roundmode settings.
Please use the default settings and see if that helps. (Set presets to "safe (faster)")
