Dragon Quest VIII not working

I can get it to run, but it's incredibly laggy.  Barely 20-30fps.  I know that my laptop is more than powerful enough to run this game.  

Here are my specs:  

Operating System
Windows 10 Home 64-bit

CPU
AMD K16 39 °C
Mullins Technology

RAM
8.00GB Single-Channel DDR3 @ 798MHz (11-11-12-28)

Motherboard
LENOVO Lancer 5B2 (Socket FT3b)

Graphics
Generic PnP Monitor (1366x768@60Hz)
1024MB ATI AMD Radeon R4 Graphics (Lenovo) 38 °C

Storage
931GB Western Digital WDC WD10JPCX-24UE4T0 ATA Device (SATA) 33 °C

Optical Drives
TSSTcorp CDDVDW SU-228FB ATA Device

Audio

As you can see, it's a decent computer.
I have tried countless configurations.  Please help me to run this game.  I know that there is a way somehow.

Based on the fact that it's an AMD based laptop, DQ8 won't hit full speed.

Knowing your exact CPU model would help.
But nobbs is probably right, unfortunately...
CPU : AMD Ryzen 7 3800X
Mobo : Asus PRIME B450-PLUS
GPU : NVIDIA GeForce RTX 3070
RAM : 16 Go

AMD K16's can be pretty slow, with single thread performance under a 1000. For PCSX2 you'll want at least something close to 1500. Look up your exact CPU's single thread performance and if it is high enough you might be able to improve performance with the right settings.

There are no mobile AMD chips that meet 1500 stp in passmark

You're not going to get full speed on that chip. you're best off playing on your PS2

That's really weird, though.  I can get the PS2 version of DQ5 to run perfectly.  Do they use a different engine?  That might be the reason why one works and the other just doesn't.
