Belive me or not. Try to use the ATI Driver 9.6 and then you'll see the micrale. It's quite strange, but sometime the new ATI Driver affect PCSX2 performance a lot.

9.6? 8.6 you mean? Right now I'm apparently on 8.762

Just a thought, do you have Hyperthreading enabled? Windows might be doing something weird spreading the load across cores both physical and virtual.

yeah think it's on by default. but why would it only start being an issue now?

The driver software package comes with a different naming, current driver package is Catalyst 10.8 (8.762, August 2010) and Catalyst 9.6 refers to the one from June 2009 (8.62).

Ah got it, thanks. Although doesn't appear to be needed anymore, the game is somehow running at full speed again (if anything it seems faster than before) with all the settings I used originally.
