Since it is a xbox (360?) pad it should use the XInput interface and should appear among the devices at the window bellow and tested from there.

Is expected the buttons to be assigned at the Pad1 tab as well, although if it fails the previous test that may mean you lack the drivers for it.

Test the controller under Devices and Printers as well (reachable from the
Windows Control Panel or directly from the Start button in newer Windows)
