What OS are you using?

If it's Windows 8.1 or Windows 10, you could perhaps try one of the development builds from http://buildbot.orphis.net/pcsx2/index.php - it shouldn't be necessary to install the DirectX redists on those OSs for those builds to work.

I am using windows 7 ultimate..

I will give you an update of the things i've tried this evening.

- Install Direct x  updat with administrator.
- Updated my graphic card, with succes!
- Again installed direct X, because the same error appeared.

Restart my PC, and tried again. But in vein...
I Still got the same problems as before.

For the record: I selected the GSnull.dll as GS plugin because i can't select the sse2(direct x libraries  update warning.)
Am i doing something wrong?

Try the latest beta as turtleli suggested(it's a portable version so place it just for a test on non windows drive\partition)
You can also try this program,try opening the SSE2 version of GSdx with it and see it there is something in red appearing.
Something like this(this is on WinXP with no DX installer nor VC++ Redist so those red lines are normal)...and again,run it as admin.

Then my guess would be UAC(User Account Control)that is doing all kind of annoying restrictions to program running from certain folders.
