From my experience SotC will visually run only at 30-40fps max on PCSX2 no matter what.
CPU: Intel Core i5-3470 Quad Core @ 3.6GHz
RAM: 8GB GPU: Nvidia GeForce GTX 660 Ti OS: Windows 7 Ultimate x64

It all depends on the machine used to play it. But the emulator is actually very accurate because when I play this game on my PS2 I still see the same drops in FPS. As someone here suggested; If you want to play the game at 60 FPS you should get it for PS3.
