Error writing configuration file

Hi, I've been struggling with this error It reads "Unable to save settings, Make sure the disk is not full or write-protected, the file isn't write-protected and that the app has permissions to write directory. on Vista, try running in administrator" and I've just downloaded this emulator, can u make a tutorial on this because I don't know how to do these stuff I've just been starting playing PC.

uninstall it, then reinstall it in some custom made folder like c:\pcsx2 instead of program files
