Comments:
-OPH Flag Hack must be enabled! (anybody want to add to DB?) Press Start at Konami Logo or VIF1 errors will cause the game to crash. If this occurs, reboot as necessary.
-In Evolution Mode when game says "Get Ready for Battle" a random DMA error may occur - it's a matter of luck and eventually the game will progress if you keep rebooting
-At the end of a stage the screen will be blank, but menu sounds can still be heard. I think the game sends a bad signal to GS as I was able to get the screen to reappear after using D-Pad and pressing X a few times on the menu.

It still need the OPH Flag hack? And by the way, this game seems to need the EE cache for the intro cutscene

Yes, it does. You need to manually switch the EE to and from Interpreter + Cache everytime there's a cutscene. It's a very tedious process and makes it easy to crash the game if you don't disable the Cache before switching from the EE interpreter.

after completing a race the on-screen graphics aren't updated leaving you to blindly navigate the menus.
