Are you on laptop?
If yes,did you tried Fn+the F keys.
There is an option somewhere in the laptop bios that allows you to use the F keys without the need to hold the Fn key

Do you have standard keyboard or?
Mine have a mode that is always started when I start my pc and the mode is making the F keys to do different things.

In Config=>Controllers=>LilyPad=>Plugin Settings=>select at the lower left "WM Keyboard"=>click on the "Test Device" button=>go down to F1=>press and hold it and see in it changes from 0 to 1

Just to be sure... is this thread really about the function keys F1 to F12 or is it maybe about one of the F1 games?
