FF 7: Dirge of cerberus running slow

My system is as follows
CPU - Ryzen 5 2600
GPU - Nvidia Geforce 670
memory - 16 gigs
running on windows, of course.
using the latest version of pcsx2 (1.6.0)
I have used every renderer, both hardware and software, using up to 8 rendering threads.
I've tried with and without MTVU, max and minimum EE cyclerate, taking my resolution down to native ps2, and just about everything else I could think of, and I cannot get the game to stop throttling hardcore most of the time. I think this might be a case of the game being too graphically intensive, but I wanted to come on here to see if anyone could give me some ideas I haven't tried to get the game running at full speed because playing an FPS in slow-mo is just stupidly easy and not very fun.

I don't think video is necessary, but if you want it I can get it.

Please post the contents of the emulog.txt file after the problem occurs. The file can be found in "My Documents\PCSX2\logs" for the installer version or in "PCSX2\logs" for the portable/binary version.

What are the ee% and gs% when it's slow ?

the highest I see EE get is around 75 and GS gets up to 90

that's high.
your cpu or your gpu are struggling.

did you enable mtvu speedhack ?
what are your gsdx settings ?
did you set your powerplan to performance mode ?
