FFX-2 Cutscenes are really slow

My computer specs:
4 GB RAM
GeForce 9400 GT 2 GB
Intel Q8300 Core 2 Quad

Is the slow cutscene because of my specs, or is it because of the Graphics Plugin?

EDIT: The gameplay is also slow. :|
I'm getting around 30+ FPS in the game. It won't go over 35.

In order to help you further with your problem, please make sure the following are all provided.
  • Your hardware specs - CPU, Graphics Card, Memory, Operating System.
  • The version of PCSX2 you are using.
  • Any non default settings you are using.
  • What games you are trying to play and if you are playing them from ISO or DVD.

The game FMVs run very poorly, pretty much irregardless of your CPU and GPU, unless you have a well-overclocked i3/i5/i7. Maybe that's still not enough.

Use the speedhacks, and the check skip MPEG option. It's on config -> emulation settings -> speedhacks / gamefixes.

Other than the FMVs the actual in-game rendered cutscenes should work absolutely fine. Back when I had my Pentium 4 'Prescott' w/ HT I managed to play FFX-2 just playable enough but FFX runs.. roughly 10-15% better more or less. Using a Pentium D 915 2.8 @ 3.5 ghz now. Final Fantasy X doesn't run any better but the nice thing is that the EE and GS can be on separate cores. Doesn't help tremendously though.

Anyways, see what you can do with those FMVs. If it's problem enough watch them on YouTube or something.

well your PC will not get a guarantee full speed you're stuck in the Minimum requirement state...don't expect miracles about that.
get a latest generation CPU and video card soon.

FFX-2's FMV is a known issue you need to toggle to software mode after toggle it back to hardware and FFX-2's fmv need a megathrust cpu power if you want to watch the show.
