Try older versions of PCSX2 and correlated plugins, I rememeber me playing DC2 at decent framerate (game fully playable), although dark cloud 1 wasn't compatible that time, sadly.
Your CPU clock is much too low for decent PS2 emulation tho.

dunno about darkcloud but ffx should work with that system. I did run 40fps cutscenes and played into it with less hardware.
just set all recommended speedhacks to something usable. btw. you running from ISO or disc?

I'm currently running at about 40-50 fps my ee stay around 70-90 in some cutscenes whih is good but then is bouncing off 100 in some and also gameplay. is there anything I can do to try speed it up? I am using all recommended speed hacks and I am also using EE cyclerate at 2 and VU cycle stealing at 2. Not currently using the game fix but got it set to automatic game fixes. Also the audio is terrible is there anyway to make that better? I tried altering the interpolation but it hasn't worked I also disabled effects processing everything else is reccomended except latency which is set to 100

Couldn't find allow hacks but I found userhacks skipdraw=0 so I changed that to 1

I meant, add the line. Not finding it. Just parse in the ini: Allowhacks=1
And then in the GsDX you have new menu open - hacks.
