Just 30FPS with all speedhack if you don't upgrade the CPU.

It can, very slowly making it unplayable Smile If you want good fps - you'll need to upgrade.

it will work as a minimum requirements but very slow since you have a very low bandwidth version of your video card and that CPU supposed to be a PDC that clock speed is not enough to run this game.
Main PC1:i5-7600,GTX1660Ti
Main PC2:i5-4670,HD7770

I believe a CPU would see the most FPS increase. However, take in account that your Motherboard could be old(er) and have a CPU socket that might limit your selection.

Also is your Ram DDR or DDR2?

my motherboards socket is LGA775
and my ram is DDR2
so if i upgrade CPU is better than GPU?

Most cases in gaming this is the other way around, however PCSX2 is more CPU intense than most appilcation. So a CPU is better than a GPU in this one case.
