Do you get the same problem with a new game without cheats ?

Well, I have some unfortunate news. I thought all of this would be over by now...
Starting a new game with every kind of cheat disabled still makes the game skip cutscenes. I thought you might have been right in saying that I saved over a corrupted something-or-other, but it seems my greatest fear has come true. Is there a chance that they might be skipping from my CPU overheating or something? I'm trying to think of every possibility here.

I reinstalled stable and the same issue is occurring. I wish I could understand why this is happening, but nothing appears to be working as a fix. I've added PCSX2 as an exclusion from my antivirus, I've re-dumped my BIOS, pretty much everything I can think of.

Alright so I don't know what it could be anymore. I reinstalled Windows and everything and it still continues to skip FMVs. Perhaps it's my controller or something? I'm running out of options very quickly here.
