FPS drop after upgrading from Win7 to Win10

Hello. I'm having speed issues with Dragon Ball Z Budokai Tenkaichi 3 (CPU: AMD 1090t, GPU: Radeon HD 5870). I know my specs don't meet the recommendations, but what's puzzling me is that I've been running this game at full speed (even with the resolution multiplied) for years without any problems. The only thing I've changed about my PC is the OS (upgraded from Windows 7 to Windows 10), and now I'm suddenly having speed issues at even native resolution. I have to allow 8-bit textures to avoid severe lag (which wasn't a problem in the past), and gameplay now runs around 60% speed (which doesn't change at even x2 or x3 resolution).

I tried playing around with presets, and even tried running an overclock on the CPU to see if anything changes, but I can't figure out what's going on; I'm super confused. Any help/advice?

Oh, one more thing: my motherboard (Asus m4a89gtd pro/usb3) is pretty old too; I wasn't sure if I'd even be able to run Win10 on this rig, but after some googling I learned that AMD has Windows 10 drivers on their site for this board's chipset (890GX), so I went for it and barely had any problems. Not sure if this is relevant at all, but figured I'd mention it just in case. And here's the log. All I did was run the game, load a save state, mess around for a bit, then shutdown:

Do a clean install for win10 and install all drivers for win10. Or reinstall win7 and its driver if running pcsx2
in full speed is what you want. It hard to believe your system run pcsx2 in full speed.

Can't count how many hours my friends and I spent on that game in multiplayer mode at full speed over the years. Going back to Win7 is not an option, so either I find a solution to this problem or accept that my PC can't run this game anymore. Not being able to run the game in and of itself is not what bothers me, rather what bothers me is the simple fact that I used to be able to run it just fine and for no particular reason I can't anymore. My install is clean (i.e. I wiped my Win7 drive and freshly installed Win10). Got all the windows updates. Installed all the drivers. Everything else is running smooth. What could possibly be wrong?

maybe you were using an older/less accurate build ?

Are your video drivers are the ones that shipped with win 10 ,or are they downloaded from the vendor? Are you running in performance mode in win 10? Have you dropped it into game mode?

After reading your post, I tried using older builds (1.2.1 and 1.0.0), but the problem persisted. I believe the build I used to use back when I had no speed issues was 1.2.1.

More processes? Try more driver updates than just your gpu. Also come to think of it there might have been a micro code update to mitigate those CPU level hacks

game mode in win 10 isnt in power preferences.. its a keyboard shortcut that supposedly gives priority to the in focus window and drops some background tasks.. May be good for 1-2 fps max..but might be worth checking out.

Whats your cpu usage like when you're dropping frames? The 1090t is the phenom right? It's passmark score is something like 1200 STP.. thats a bit on the low side. I can't say it's the real cause.. but it's probably very much part of the issue. That i5 8400 is MUCH stronger where it counts in pcsx2.. single thread performance. That 8400 is roughly 2300 stp. Almost 2x the performance of the 1090t.

As far as I'm aware, all my drivers are correct and up to date. Chipset and GPU drivers from AMD's site, and pretty much everything else from Windows update.

Ah, thanks for the clarification; I played around with game mode, but still saw no difference. My in-game CPU usage according to task manager is constantly around 45%. Sometimes goes slightly higher and sometimes slightly lower, but mostly stable at 45%. And yes, no doubt, the 8400 is more appropriate in terms of stp for the use-case at hand. That's exactly why I wanted to use it to test if my GPU was the bottleneck. I fully accept that the 1090t's stp is on the low end for pcsx2, which makes my problem all the more mysterious; I just can't think of any reason why it wasn't bottle-necking before, and started to do so now... and how can I stop it from bottle-necking now and go back to how it was performing before?
