FPS drops by about 15 every time there's actual gameplay

I recently downloaded pcsx2 and set it up, so the first thing I did was download a DBZ: Budokai 3 rom. Everything seemed promising, until the fighting actually started, and the fps just dropped to 45 fps instead of the usual 60. I've changed numerous settings, but nothing's seemed to have fixed anything.
