FPS fluctuation

Well I've been running some ps2 roms and I keep having weird drops in FPS and then it gets SUPER fast.

How should I fix this? Here are my PC specs:

Operating System: Windows Vista™ Business
System Manufacturer: Gigabyte Technology Co., Ltd.
BIOS: Award Modular BIOS v6.00PG
Processor: AMD Athlon™ II X4 635 Processor (4 CPUs), ~2.9GHz
Memory: 3070MB RAM
Page File: 2771MB used, 3618MB available
GPU: ATI ATI Radeon HD 5700 Series Display Memory 2294 MB Direct X 11

What should my configuration settings be?

Enable the Frame Limiter on the settings. As in uncheck the "disable framelimiting box.
CPU: Intel Core i5-3470 Quad Core @ 3.6GHz
RAM: 8GB
GPU: Nvidia GeForce GTX 660 Ti

Its a little better but now I get straight 30 fps. I'mma play around with the settings a little more.

Post your PCSX2 settings (or screenshots). Also what game you are playing.

Try this: Options > Video > Plugin Settings

Switch to D3D11 (Hardware) which uses DirectX11 that may run better on your PC.
