P4 is already in decade now get a new PC now, don't expect miracles or magic tricks on it,speedhacks are useless for that old PC.
or play on your PS2 for the momment until you got a new gaming PC.

as long as your mobo is a LGA775 and a PCI-E slot you can update your CPU and vid-card
CPU:
E84??~higher
vid-card:
Ati HD 68??~higher.
or
GTX460~higher
GTX560~higher

You may improve graphical quality by increasing the internal resolution under:
Config -> Video (GS) -> Plugin Settings...
With your GPU being relatively low-end, don't be surprised if increasing the res reduces performance rather quickly.
(NOTE: Pre-rendered CGI videos may not be up-scaled as such.)
