FPS low, CPU not being utilized

The cpu usage gsdx reports is just an indication that says if the plugins work is too much.
Low number = all is well. High number = gsdx uses too much cpu or vga power..

Ok, I undertand the gsdx report mean finally Does it means single core utilization or muti core utilization?

It seems the GSDX only use single core. But why the pcsx2 thread always utilize 100% cpu (single core). I feel it maybe reduced to save power But maybe the 100% utilization is the need of the correctly emulation.
