*****. nothing same problem. so it must be my CPU. how many ghz does my processor need to have in order to run the game smoothly?

it's not really a Ghz peoblem.
more an STR problem.
for a game like this one, i'd say 2000
CPU : AMD Ryzen 7 3800X
Mobo : Asus PRIME B450-PLUS
GPU : NVIDIA GeForce RTX 3070
RAM : 16 Go

STR is a benchmark rating from the Passmark CPU benchmarking software. They have a giant repository of test results for just about any CPU ever manufactured. I went back to your emulog and pulled the CPU out of it, and here's the ratings for yours:

Generally, we recommend a Single Thread Rating of at least 1600 for lightweight games, and 2000+ for games that pushed the physical PS2 to its limits. Yours is around 1400. It may handle some of your less demanding games, but anything heavy will probably be slow no matter what you do.
