FPS problems

When I try to play Persona 4, the framerate is down in the teens and twenties and everybody's voices are all slowed down. Sounds like everybody is drunk or something. I've tried applying some of the speedhacks, which helped a little, but its still slow as hell. Is there anything more I could do, or is my laptop just too slow?
