*how many "Processes" you see in the task manager
*or maybe is the temps download CoreTemp and show us the CPU temperatures.

You should get those temps down real fast or you wont have it for long.

Edit: I have the same cpu OCed and its running at 30C at idle.
Specs:
CPU: C2D E8400 @ 3.6
GPU: GTX 560Ti 2Gb
MOB: Asus P5QL
RAM: Crucial 4Gb
OS: Windows 7 64bit/XP 32bit

this is hell 101 C for only running google chrome? this is crazy
better check your CPU fan if it's rotating...
or maybe your desktop is X-tremely dusty better clean up.

Well its also the cause of your slow speed. If you look at the screenshot your cpu is clocked at 2ghz which it shouldnt be under load.
Specs:
CPU: C2D E8400 @ 3.6
GPU: GTX 560Ti 2Gb

I'd fix that issue first before you end up with no CPU.
