Edit: If you took off the heatsink and there was already some thermal paste there it doesn't matter. replace it.

Now about the thermal paste. If you removed the heatsink and there was some already there replace it as i said above.

this is the typical cooling in a computer. It won't help much if it's in the front and blowing air out.
