I made it work somehow and it's staying at 59 FPS idk what I did....

hmm it's working but for some reason sometimes it doesn't do what I press. For example I press square and it will perform the function of circle. Plus those familiar with DBZ Budokai 3 know in story mode you control the characters flight, it makes me turn right on my own for ever and won't let me press start.

Sounds like your pad plugin might be set up wrong.

You didn't happen to change the clamping and rounding modes did you?

It won't help your current problem, but I thought I'd tell you this now rather than later:

You're running a 32 bit OS on a system with more than 4GB RAM. Don't do that, it's a waste of money. 32 bit OS can only use 4 GB RAM at best, so you're better off spending the money for something else.

The cheapest way to fix this, would be to replace Windows 7 (x86) with Windows 7 (x64).
The "easiest" way would be to just buy a new PC, which would also help you get playable speeds on PCSX2, since your specs are rather low.
