The CPU is rather old and slow for PCSX2. Your best bet is to do these things:

Config->emulation settings-> speedhacks tab.

Enable MTVU. Set EE cycle rate hack slider to 3.

well i downloaded verson 1.2.1 but when I try turning it on it says "MSVCP120.dll is missing from your computer"

lmao Version 1.2.1 is EVEN slow I have like 10 FPS in game with it I had about 40 with version 1.0.0

yes I checked it off I have about 45 FPS you need about 50 to run it smoothly right? Are there any programs to boost FPS?

If you can overclock your cpu to around 2.8ghz, that would help.
Apart from that, no.
50 fps will be full speed if you habe pal version.
