crop 1px top and it should be fine

There's no need to be rude.
A quick search would show you that it's how the videos are setup in the game. https://youtu.be/_nXBeIXT48I?t=258 and many others. The game itself is played at full screen but some of the the videos are squeezed by the black rectangles. As a matter of fact if you look at the E3 trailer from 2004 which is certainly not been running inside of pcsx2 emulator... you'll see the cutscenes having these same rectangles vs gameplay. https://www.youtube.com/watch?v=plDUL1j7lKs

sorry. i misunderstood your issue.
that thin line at the top will appear when upscaling. set to native/software mode, and it should go away (or use the crop feature) if you're looking for a way to remove "black bars", then it's different. Boot the game on your real console, you'll understand why you can't
