So with NASCAR 09, the game will not display screen graphics if you do not use the EE cache. The only problem is, even though it works with the cache, the game runs at about 9% speed all the time. Is there any fix for the game not needing to use the cache?

Please post the contents of the emulog.txt file after the problem occurs. The file can be found in "My Documents\PCSX2\logs" for the installer version or in "PCSX2\logs" for the portable/binary version.
Please make sure to enclose your emulog in code tags like so (remove the empty space on the closing code tag!):
[code]
Pasted emulog goes here

...?
There's no bug, or glitch.
It's just that I need a way to play the game without enabling the EE Cache because it makes the game slow.

Yes. The entire game has a black screen without EE Cache, but it renders with the cache.
I need a way to make it faster, as the EE cache and interpreter makes the game go 9% speed.
PCXS2 v1.5.0-dev-3028-g508a8b477 is the one im using.
Settings used - all default settings, except using Interpreter with EE Cache
Specs:
nVIDIA Geforce GTX 1060 Max-Q Design
i7-8750H @2.20 ghz with boost to 4.4 ghz, 6 cores
16 GB Memory

Sure I can! The game will freeze.
Forever.

You have to keep the cache enabled until you reach the start menu. Once that happens, disable the cache, apply and then switch to the EE recompiler.

Yeah, i do that, and the game just freezes and doesn't crash, but is just stuck there.
I've even tried it farther, i.e the car select menu. Still crashes.
