Followed "how to make pnach files" guide, PCSX2 is not seeing any pnach files

I'm trying to make a pnach file for SSX 3.  I've followed this guide exactly:

Yet when I enable "Enable Cheats" and launch the game, the log says "0 cheats loaded".  I've scoured these forums, but no solution posted seems to work in this case.  Then I searched on Google.  People have had this problem before, but none of the solutions posted there work for me.  Normally following detailed tutorials that work for other people helps me.  Not this time.  Any ideas?  I've attatched the pnach file I made using PCSX2CE (as the tutorial said to use).

Please post the contents of the emulog.txt file after the problem occurs. The file can be found in "My Documents\PCSX2\logs" for the installer version or in "PCSX2\logs" for the portable/binary version.

Please make sure to enclose your emulog in code tags like so (remove the empty space on the closing code tag!):

then i suggest you reinstall pcsx2 anywhere else but program files.
If your pnach file is in the path i mentioned and pcsx2 can't see it, it's because you didn't properly name it (but i don't think so since the one you posted above looks correct), that has to be a a folder permission issue

Okay, I found the problem. For some reason it's supposed to have another 0 in the file name.

Just because the first digit 0,that doesn't mean it's not needed
The 0x part is not needed but all the rest is

PCSX2 is looking for this name exactly "08FFF00D.pnach"
