There is no point in sharing the plugin, for one that's an old version and for the second point it's already merged in the core and that renders it useless.

We won't just include random pnachs to PCSX2, perhaps for a patch manager so they can fetch it online in the future. For now just use it as-is or download pnachs from forum or other websites.
