Force enabling progresive 480p,720p or1080i on pcsx2 and implementing it in the emu

First look at the link please. (i know they said it doesnt work that great in 720p or 1080i but here we can force the game to 4:3)

Is there any way of implementing something similar in GSdx plugin or in pcsx2?
If yes would it work? or would it give better image quality without any fps drop or small fps drop?

this is mostly a question to the developers but anyone that has any clue about this or questions or anything! of course can post Tongue
