Found Performace Boost/Fix/Workaround

Few days ago I accidentaly found out fix that boosts my emulation speed from 70% to 120-140%.

Games tested so far are Resident Evil 4 and Grand Turismo 4. I use DX11 Nvidia GT1030 and when game boots it runs at 70%.
All you have to do is press F9 two times (switch to software renderer and back to DX11) and game then runs at 130% unlocked.
Would love to hear if this helps someone and if developers would be so nice to fix it in the first place.

Ps. it is important to boot games from freshly started pscx2 and not to mess with settings in the meantime. Changing some settings can also have same benefit as restarting the renderer because it probably does that automatically.

No idea about Resident Evil 4 but this is documented on the wiki for Gran Turismo 4. The game has behaviors which torch a large amount of VRAM when it is first started, and switching between hardware and software rendering clears VRAM, clearing the problem.

Here's the permanent fix - Get the better GPU.

When you're using low-tier GPU like GT1030, do not even attempt to upscale it beyond native resolution.

I'm running everything at 1080p no problem with the fix. pcsx2 1.6.0

The problem is you're using low-tier GPU which is not really ideal for running with upscaled HD resolution modes. You will expecting slowdowns and thinking switching to software mode pretty often will "fix" this but eventually making game experience going awful. 

Upscaling to bigger resolution than native ones requires a bigger GPU VRAM over 2GB and unfortunately, your GPU might only able to support upscaling up to 720p, if you don't experience much hiccups.
