Frame limiter causing game slowdown

Hi, everyone. 
I'm currently using PCSX 2 1.4.0 to play Onimusha 4 and having this issue with frame limiter. The game usually runs at 60fps but sometimes drops to about 59-ish and IDK why but this cause the game to slow down a little. When I try to turn off the frame limiter, fps goes up to 100-ish and is too hard to play with this 2x speed. Is there a fix to this problem or everyone is having the same issue.

The framerate of 60fps games, isn't exactly 60fps, it is actually 59.97, so the display will probably say 59fps (it might jiggle about a little), but that is full speed.
