PCAP is back in 1.7 if you would prefer to use that again. But no you don't need to be connected to the VPN you just need the adapter there.

Oh, cool, nice to have it back. DEV9 seems unstable lately, it causes PCSX2 to randomly crash. That's a different topic, though.
