GPU not being fully used

When I play Ace Combat 4, the GPU percentage shows high percentage, but my task manager shows the GPU as in 45%.

The CPU is also not the problem, it is at 80% or so.

I'm using DirectX 11 and Hardware Renderer.

What's the problem? is the game running slow? can you post your PC specs?
Windows 11 64 bit OS
Intel Core i9-14900K
Geforce RTX 5070 TI 16GB
64 GB DDR5 RAM

Yeah, running at 45% or so, sorry for not clarifying it

Intel Pentium 3556U Double Core at 1.70GHz each

1 - is your laptop plugged in ?
2 - did you set your powerplan to perfomance mode ?

keep in mind that laptop is a potato and not suitable at all to run pcsx2

Yeah, it is full performance on cpu and gpu.

It shows your CPU has a single thread performance reating of 951. They usually recommend a single thread reating of at least 2000, or more for the more demanding 3D games. I don't know if you're going to get any good perfromance on that system

Strange, because my CPU never gets high percentages when playing.

The question still remains, why does the GPU in PCSX2 displays a high percentage, but in task manager is below 50%?

i'd say it's beacause it throttles down because it's a U model
