GPU utilization

Hi im new here, anyway i have concern with the emulator
why the emulator utilize the GPU poorly?

I played other game, the game utilize GPU @ 97% to 99% while PCSX2 is around 30-40%
thats why GOW 1 & 2 stutter and low FPS on my laptop, while GTA 4 runs around 25-30fps.

Laptop specs
6th Gen i5
GTX 940M
4GB Ram

Any idea? thanks

I have POCO f3 with SD 870 
GOW 1 & 2 works fine, game running smoothly..

I was wondering why on 6th gen laptop with 940M GPU cant run smoothly.
though i understand android is not the same with windows.

There is no pscx2 for android.
And yes emulation relies more on cpu than GPU most of the time, especially when it comes to pcsx2.
Unless you upscale, of course
