untick large frame buffer and lower your resolution to Native x4 or something. You could also try sticking the blending accuracy on "basic" as you don't really need it for this game.

8x resolution is very high for this game, even with your fast GPU. But first uncheck "large framebuffer" and also set your "blending accuracy" down to Basic. If that still doesn't work lower the internal resolution a bit. Btw don't bother with direct3d9. use either opengl or direct3d11

i unticked large frame buffer and i have it at 2x native. i also put it to basic instead of high for the blending accuracy. I'm still however getting 98-100% on GS.

Did you set your computers power options to High Performance? Also, make sure you set the Power Management Mode, in 3D Settings to Prefer Maximum Performance in your NVidia Control Panel

figured it out it was the disable frame limiter option.
