GS or EE Not Reaching +90

Hi I don't get full speed(60fps) and neither of the EE or Gs reach above 90 however occasionally it gets 85-87

Is that enough proof that the GPU is the main bottleneck?

Most likely, yes. However, what is your cpu, gpu, game(s) with the slowdowns, and plugin settings?
OS: Linux Mint 17.2 64 bit (occasional Antergos/Arch user)

It sounds like not enough power on one side. try software render if your GPU is slow and you have a good CPU if both are slow then i you might not be able to run games at full speed

i how does the fx-4300 perform compared to he good old Phenom II x4 965
Windows 10
Intel 5930k 4.2ghz/core
32 GBs of 2400MHz DDR4
AMD PoweColor 390X (GPUs are expensive or this would be in crossfire)

Well, when comparing the cpu's in the FFX-2 benchmark thread, generally the FX4300 Piledriver or its APU counterpart (not to be confused with the terrible FX4100 Bulldozer) can reach 60 fps on the benchmark at around 200mhz less than Phenom II. This may not sound like much, but Phenoms have much lower stock speed and higher power consumption. Still, the Phenom is/was an excellent chip for its time.

AMD Athlon 64 x2 5600+ (2.9Ghz)

Gpu: Nvidia GeForce 6200 turbocache

that CPu isn't good, but that GPU is REALLY weak
CPU : AMD Ryzen 7 3800X
Mobo : Asus PRIME B450-PLUS
GPU : NVIDIA GeForce RTX 3070
RAM : 16 Go

It's old with only 2 cores.

I'd say both.

but if I had to make a choice between the 2, I'd say the GPU should be upgraded first
