GTA 3 stuck at "taking out the laundry".

Not just that, but also on the VU page, reset the settings back to default, since right now it's set to legacy.

Disable all speed hacks, set EE and VU options all on default and load from a memory card save, not a saved state.

only solution is to upgrade or keep playing in your pcsx2. if you are looking for a cheap build for pcsx2 around 350 dollars take a look at my sig...

That's because that rig just isn't fit for PS2 emulation. Even with Saiki's low-end system guide you won't get a proper speedup without having broken games as a result. (Like your GTA3 problem).

You can turn speed hacks back on one by one until you find which breaks the game and keep that off. Not much else short of upgrading your PC
