That guy in the thread I linked has a Core2Duo which has worse single core perfomance than my CPU.

Intel processors have always worked better with pcsx2 than amd ones (although the newer ones are getting better). It's the architecture of the processor that's letting you down, not the clock rate, that's why you aren't getting the same performance as the user with the core2duo. Overclocking can help, but you would be better off upgrading, as lower clocked Intel processors have the edge over older amd processors (to an extent).
