I also put another update on this page where I explained that it's even better to use this code through cheat engine rather than in the pnach file, to get an even better frame rate, and I included TC Offset Values for a crisper picture when running VCS.

TC Offset X : 15, TC Offset Y : 250

asasega found the 60 fps code address but I updated his value (00000000 to 10820019) to make the game speed normal with the higher frame rate, as putting in 00000000's as he originally posted improved the frame rate but made the gameplay too slow.

This value 10820019 I found is critical to getting VCS running at 60 fps with a normal game speed. I've seen some youtube channels of people than are clearly using my value and my updated TC Offset values while running VCS on PCSX2, which is great, but I feel like the vast majority are still not aware of what I found and do not realize how smooth you can make the game play with a higher frame rate.

As an example, here is a video I found on youtube showing how smooth the game runs when using my 60 fps value and TC Offset hacks -

https://www.youtube.com/watch?v=22ML_Bx4vjI

This dude is clearly using my 60 fps code value and my TC Offset values. Look how smooth it runs and how clear the visuals are. Look how much fun this dude is having playing VCS with this kind of smoothness! This video is just an example of how my codes have transformed this game. So please follow my instructions and have fun playing Vice City Stories with such a high frame rate and clear crisp visuals.

no, that game footage in that youtube video is clearly still only running at 30 fps ( ya i have the HD 60 fps youtube setting enabled). he isnt using any 60 fps code judging by that video.  also, your code doesnt work.  the game remains at 30 fps if i use your code. asasega's works fine though.  maybe youre one of those few people that cant tell the difference between 30 fps and 60 fps?  idk

The game never runs at 60 fps and full speed, but the game is more fluent in the direction of the military's door, but when I turn to the back and in the city, the game suddenly slows down and fps drops, now I took a screenshot of the cpu usage in the task manager.

Ok. Hard to tell exactly what's going on.
I know this game does have FPS drops even in real PS2, but since I don't have it, I can't check.
Do you get the same problem in your real PS2 ?
