GTA liberty city stories is running at about 90% slow motion, I don't think it has anything to do with the emulation or GSdx setings as i've tried every suggestion I could find, does anyone know whats wrong?

To be fair, LCS is also quite a lagfest in real hardware due to how unoptimized that port was.
But anyway, have you tried disable MTVU? IIRC this game doesn't like it. Also in GSDX setting, try to enable 'Allow 8-Bit Textures'.

Please post the contents of the emulog.txt file after the problem occurs. The file can be found in "My Documents\PCSX2\logs" for the installer version or in "PCSX2\logs" for the portable/binary version. play them on your real PS2 console, then. you won't get good results with that cpu
