yay!! Finally!! I am posting a thread just to help you guys achieve good speeds in these two so underrated and hateful games.. but these two are actually my two favourites 
anyway.. lets start off with my PC specifications:
OS: Windows 7 ultimate 32bit
CPU: Intel Pentium Dual Core Inside E5200 @2.50Ghz
GPU: ATI Radeon HD5450 1GB Asus
RAM: 2048MB
alright..lets start off by the configuration:
First, download the latest SVN
then select your plugins...when you re done with the 1st time configuration go to emulation settings under configuration tab and head to speedhacks...
enable speed hacks, check all the reccomended ones except the mVUFlag hack and also check MTVU hack.. (my CPU is a Dual Core but I dont have special problems with those two games) and put the VU cycle stealing at two.. (dont use EE Cycle) right.. next go to EE/IOP settings under emulation and set clamping mode to none, do the same and to VUs settings... next go to video plugin settings under configuration tab and do as stated below:
Renderer: Direct3D 9 or 11 (hardware)
Interlaced: Blend bff
Native checked
Allow 8 bit checked..
others unchecked
next go to sound plugin settings and do as stated
Interpolation: 0 fastest/bad quality
Disable effects processing checked
Module 1 X-Audio 2
Latency 317ms (avg)
Synchronising mode Async Mix
And you done
I REALLY hope my post helped
and this is the configuration that best plays my games
but there are still some minor lags however and some missing textures...
NOTE:
there are some levels that the crash of the titans game goes slowly at 20 fps in low end computers like mine does... you can find the save file here to pass those levels(or to be more exact.., to finish the game o_O)
EDIT: If your gfx card supports Direct3D 11 USE THAT!! there are less graphic glitches AND graphics actually render faster!
