The name is misleading, it's not true FPS, it's really more of the refresh rate of the game. NTSC games must have a refresh rate of 60hz, where as PAL must have 50hz. The highest 'fps' refresh rate you can have while the game plays full speed (not too fast or too slow) would then be 60 for NTSC (US, Canada, Japan, etc) or 50 for PAL (UK, Australia, mainland Europe, etc)

True FPS varies from game to game, usually as a factor of 60/50 depending on region (that is 60, 30, 15, etc) only a couple have variable FPS and are limited to the PS2's refresh rate as a maximum .

Of course, you can always turn frame limit off and go as fast as your PC hardware allows, but that can and will mean games that run too fast.

But not slow enough to keep the hacks from helping. On that note, you can go ahead and un-check native now. It isn't necessarily what helped things here (it can, though. always worth checking). Your GPU should handle something better than native most times (again, can vary by game, or even through-out different parts of a game).

Just un-check native, and begin to try a little more resolution until you begin to lose speed from it, or are satisfied. Scaling is a solid approach. Try 2x first. If your speed isn't worse, try 3x. Etc...
