Game feels not smooth even with 58-62 FPS constant

I may got my problem. I set my GPU PLugin to the AVX one which only speeds up Softwaremode. I try the SSE4.1 now.

to my knowledge hardware mode of these two plugins are identical.

What happens if you set the turbo mode fps (can be found in emulation settings->gs) to lets say 110% and press tab during emulation? Does it feel better?
What happens if you enable all recommended speedhacks? (or use preset two in the slider)

all recommended speedhacks were tried enabled and disabled, same result. i will test the turbomode thing.
